Instead of using %u201cIt%u201d, we take the Subject of the inner reported clause and bring it all the way to the front of the sentence.Because we remove the word %u201cthat%u201d, the second verb (the action from the inner clause) loses its normal tense and must be converted into an Infinitive (to + base verb).
